BUDGET DIALOGUES 2023 | 3rd – 8th FEB 2023 | Online

The Youth Leadership Foundation is organizing Budget Dialogues 2023, an Online National Youth Parliament (NYP) to discuss India’s Budget for FY 23-24. The NYP will be held from 3rd to 8th Feb 2023 on Zoom.

On 1st Feb 2023, the Finance Minister of India shall be presenting the Budget of India before the Parliament. This budget is crucial as it would be the final full budget presented by the current government before the parliamentary elections in 2024. Also, the budget will be presented at a time when India will lead the G-20. However, the budget shall be presented in the backdrop of economic headwinds that have the potential to disrupt India’s growth story-looming global recession, global inflation, the Ukraine war, meltdown in the tech sector, and increasing current account deficit.

STRUCTURE OF BUDGET DIALOGUES 2023

The brief structure of the NYP – Budget Dialogues 2023 is as below:

  • Three-to-five-member student teams students from all states & UTs of India will attend the final round of Budget Dialogues 2023.
  • The selected students shall be assigned ministerial portfolios of Key Ministries for whom they will study the budget proposals and demands for grants, estimate of Budget including Revised Budget. These participants shall also be mentored by our expert panel to prepare the budget for their allocated ministry.
  • One student will play the role of Finance Minister, who will present the final budget in the final session of YP, after having listened to all the demands of all ministries.
  • FM shall be assisted by a team of 2 secretaries for analysis and speech
  • One person shall be nominated as Minister of a Department by our expert panel and one person shall be declared the Shadow Minister. Each Minister shall also be supported by Junior Ministers and Junior Shadow Ministers for the Department. This selection shall depend on the depth of research and understanding for that ministry, written and spoken communication and leadership potential. This team of Ministers and Shadow Ministers shall be nominated to a Standing Committee for the deliberation and debate on policies and demand for grants for the ministry between an allocated time from 3rd to 7th Feb 2023.
  • All Ministers must submit the finalized demands for grants to Finance Minister by 6 am of 8th Feb 2023
  • The Finance Minister shall present the debated policies and Consolidated Demands for Grants on the floor of NYP on 8th Feb 2023.

HOW TO PARTICIPATE

  • Any youth studying in Class 8 to Class 12 can participate in Budget Dialogues 2023
  • NYP Budget Dialogues 2023 is a Team event.
  • You have to participate as a minimum 3-member team and a maximum of 5-member team.
  • The team can be from 1 school or more.
  • To participate, the team has to submit “One Big Idea” (and only one) in the form of a 2-minute video that can Make India the World’s Hope in 2023 at our portal – NationalYouthParliament.org
  • The submitted video shall be uploaded on our YouTube page to generate maximum likes until 25th Jan 2023.
  • The selection criteria include content quality of video, social score in terms of likes generated, diversity of representation of various stakeholder groups, interest in ministry etc. The selection shall be notified on website of NYP and by email by 26th Jan 2023
  • Any correspondence from the Organizers to participants will be directed by email at the email address and/or mobile number provided by the applicant.
  • There are a few prizes, which are as follows:
    • Best Youth Parliamentarian
    • Best Budget Presentation
    • Best Budget Question
    • Certificate Awards for All Ministers and Shadow Ministers
  • The competition format does not guarantee any protection of Intellectual Property rights. All Individuals must take full cognizance and understanding of this fact.

Student should play a significant role in strengthening our democracy: Shri Harivansh

Budget Dialogues 2022 organized by National Youth Parliament was honoured by the presence of Shri Harivansh Narayan Singh, Deputy Chairman of the Rajya Sabha. While giving the inaugural address on 10th January 2022 he said, “The Budget Session organized by National Youth Parliament has brought with itself a new gust of enthusiasm and exhalation. Our young generations will get to watch and understand the Indian Parliamentary Procedures closely in the upcoming two days through the medium of this mock parliament.”

He also emphasized on popularizing the constitution among the students, “We need to incorporate our constitution as a basic foundation into the lives of Indian citizens. And hence we should promote KYC i.e. Know Your Constitution. Students in schools and universities should know the strength of our constitution as it also informs us about our fundamental rights and duties.”

Shri Harivansh Narayan Singhbelieves Budget Dialogues 2022 will lead the way for our young generations/Students and play a significant role in strengthening our democracy.

Introduce Mock Parliaments to Increase Youth Participation: PM Modi

On the occasion of Constitution Day which is celebrated nationwide on November 26, Prime Minister Narendra Modi addressed the 80th All India Presiding officer’s conference. PM Modi spoke about the importance of establishing new practices in our society and how the youth can contribute towards the same. He also emphasized on popularizing the constitution among the youth. “We should think of new ways to increase youth participation during the Legislative Assembly discussions” Modi said.

While addressing the concluding ceremony of the two-day conference, the PM advocated for holding mock parliaments in colleges. He advised the officers to operate these student parliaments to guide the young generation with their knowledge and experience. PM Modi believes that with such efforts public confidence on legislative systems can be elevated.

युवाओं की भागीदारी बढ़ाने के लिए छात्र संसदों को प्रोत्साहित करें- पीएम मोदी

26 नवंबर को देशभर में संविधान दिवस मनाया जाता है, प्रधानमंत्री नरेंद्र मोदी ने इस अवसर पर 80 वें अखिल भारतीय पीठासीन अधिकारी सम्मेलन को संबोधित किया। पीएम मोदी ने हमारे समाज में नई प्रथाओं को जोड़ने और इसमें युवा पीढ़ी के योगदान के महत्व के बारे में बात की। उन्होंने युवाओं के बीच संविधान को लोकप्रिय बनाने पर भी जोर दिया। मोदी ने कहा, “हमें विधान सभा चर्चाओं के दौरान युवाओं की भागीदारी बढ़ाने के नए तरीकों के बारे में सोचना चाहिए।”

दो दिवसीय सम्मेलन के समापन समारोह को संबोधित करते हुए, पीएम ने कॉलेजों में छात्र संसदों को बढ़ावा देने की वकालत की। उन्होंने अधिकारियों को सलाह दी कि वे युवा पीढ़ी का अपने ज्ञान और अनुभव के साथ मार्गदर्शन करने के लिए इन छात्र संसदों का संचालन करें। पीएम मोदी का मानना है कि इस तरह के प्रयासों से विधायी प्रणालियों पर जनता का विश्वास बढ़ाया जा सकता है।
