Budget Dialogues 2021 organized by National Youth Parliament was honoured by the presence of Shri Om Birla, Hon’ble Speaker of Lok Sabha. While giving the inaugural address on 7th January 2021 he said, “The Budget Session organized by National Youth Parliament has brought with itself a new gust of enthusiasm and exhalation. Our young generations will get to watch and understand the Indian Parliamentary Procedures closely in the upcoming two days through the medium of this mock parliament.”

He also emphasized on popularizing the constitution among the youth, “We need to incorporate our constitution as a basic foundation into the lives of Indian citizens. And hence we should promote KYC i.e. Know Your Constitution. Students in schools and universities should know the strength of our constitution as it also informs us about our fundamental rights and duties.”

Shri Om Birla believes Budget Dialogues 2021 will lead the way for our young generations and play a significant role in strengthening our democracy.

राष्ट्रीय युवा संसद द्वारा आयोजित बजट डॉयलोग्स 2021 को लोकसभा अध्यक्ष श्री ओम बिरला जी ने अपनी उपस्थिति से सम्मानित किया । 7 जनवरी 2021 को उद्घाटन भाषण देते हुए उन्होंने कहा, “राष्ट्रीय युवा संसद द्वारा आयोजित बजट सत्र अपने साथ एक नया उत्साह और उमंग लेकर आया है। हमारी युवा पीढ़ियों को इस मॉक पार्लियामेंट के माध्यम से आने वाले दो दिनों में भारतीय संसदीय प्रक्रियाओं को करीब से देखने और समझने का मौका मिलेगा। ”
उन्होंने युवाओं में संविधान को लोकप्रिय बनाने पर भी जोर दिया, “भारतीय नागरिकों को अपने जीवन में संविधान को एक बुनियादी आधार के रूप में शामिल करने की आवश्यकता है। और इसलिए हमें KYC यानि ‘Know Your Constitution’ को बढ़ावा देना चाहिए। स्कूलों और विश्वविद्यालयों के छात्रों को हमारे संविधान की ताकत का पता होना चाहिए क्योंकि यह हमें हमारे मौलिक अधिकारों और कर्तव्यों के बारे में भी बताता है। ”
श्री ओम बिरला जी का मानना है कि बजट डॉयलोग्स 2021 हमारी युवा पीढ़ी के लिए मार्ग प्रशस्त करेगा और हमारे लोकतंत्र को मजबूत करने में महत्वपूर्ण भूमिका निभाएगा।

Budget Session – FY21-22 (7th-8th January)

National Youth Parliament Organization (NYPO) is organizing a Youth Parliament  7th-8th Jan 2021 to discuss Budget for India for FY 21-22.

In 2019, we the people of India, set an ambition of making India a $5 trillion economy for 2024-25. However, Covid-19 brought huge uncertainties leading to severe economic squeeze leading to AtmaNirbhar Bharat packages which has now put India back into a growth trajectory.In that sense, Budget 2021-22 is expected to be a major take-off point for India.

This National Youth Parliament, scheduled on Jan 2021, is to endeavor to channelize the energies of Indian Youth to lay their economic agenda and set forth a Budget that propels India into high growth trajectory.

How to Participate

  • Any youth in the age-group 16 to 25 can participate in NYP Budget Session
  • To participate, you need to send “One Big Idea” that can make India great at – NationalYouthParliament.org  before 25th December 2020.
  • Your write-up shall be of 100-150 words.
  • Questions can be submitted individually.
  • The competition format does not guarantee any protection of Intellectual Property rights. All Individuals must take full cognizance and understanding of this fact.
  • Any correspondence from the Organizers to participants will be directed by email or letter at the email address and/or postal address provided by the applicant.
  • Top 2 to 5 entries from each state and UTshall be selected by our experts
  • The selection shall be notified by email by 31st Dec 2020
  • The selected students shall be mentored by our expert panel to prepare budget for their allocated ministry. One person from each Ministry shall be nominated as Minister by our expert panel. This selection shall depend on the depth of research and understanding for that ministry, written and spoken communication and leadership potential.
  • The Ministers of each Ministry shall present the Budget for their Ministry atYouth parliament on 7th and 8th Jan 2021.
  • There are a few prizes, which are as follows:
    • Best Youth Parliamentarian
    • Best Budget Presentation
    • Best Budget Question
    • Award for All Ministers

 

 

Structure of NYP – Budget Session

The brief structure of NYP – Budget Session is as below:

  • The theme of YP session shall be Budget 2021-22
  • 2 to 5 young students from all states & UTs of India will attend the final round
  • 25 students shall be assigned portfolios of Key Ministries for whom they will present Key Goals for 2021-22, estimate of Budget for 2021-22 (estimate of Revised Budget for 2020-21, they will be guided by NYP Mentors)
  • These are:
    • Home, Defence, Health, MHRD, MSDE,
    • Agriculture, Animal Husbandry, Consumer Affairs and Food Distribution, Food Processing, Chemicals and Fertilizers
    • Heavy Industry, MSME, Coal, Steel, Commerce and Trade,
    • Railways, Roads and Highways, Shipping, Civil Aviation,  Housing, Power, Communications, MEITY, Jal Shakti, Tourism
    • Labour, Rural Development, Social Justice, Women, Tribal Affairs, North East, Youth Affairs and Sports, Minority Affairs,
    • Environment
  • The proposals (budget and programmes) of each ministry shall be circulated in advance to all our youth parliamentarians, which shall be debated at the Youth Parliament.
    • Each Ministry shall get 6 minute of speaking time to explain their rationale.
    • 2 – 3 question per ministry shall be taken, for which the responsible minister shall explain their rationale.
    • Subsequently, each ministry shall by the end of day, share the updated proposal to designated finance minister.
  • One student will play the role of Finance Minister, who will present the final budget in the final session of YP, after having listened to all the demands of all ministries.
    • FM shall be assisted by a team of 2 secretaries for number crunching and speech preparation

  • To sensitize, involve and engage the youth in politics.
  • To understand the nature of politics amongst the youth.
  • To build and shape the political views and ideas of the younger generations.
  • To engage youth from all over the country to bring in their contribution towards politics.
  • To make them aware of the political happenings in India.
