UP’s Population Control Bill: Explained

Following the two-child policy, the UP State Commission Law on Saturday released the first draft of the highly debatable Population Control Bill. The draft consists of provisions to disentitle the couples not following the two-child policy from the government schemes and proposes incentives for the couples having less than 3 children. Also, the violators of the two-child policy will be prohibited from contesting for local body elections and applying for government jobs.

UP State Law Commission Chairman Justice AN Mittal mentioned that the government employees obliging the two-child policy will be entitled to two additional increments during their service period with other incentives like subsidised purchase of a house, rebate on utility charges, and three percent increase in EPF (Employees Provident Fund) under the National Pension Scheme. Meanwhile, the government employees with a single child will be eligible for four additional increments, free healthcare, and education for their child till the age of 20. Whereas, the non-government employees following the two-child policy will get rebates on water and electricity bills, house tax, and home loans.

The draft bill is available on the UP Law Commission’s official website and is endeavouring suggestions from the public. The last date to submit your suggestions is 19th July 2021. After setting out the draft bill the government is ready to announce the new population policy for 2021- 2030.
